parser: add parser support for io_uring mediation
io_uring rules have the following format: io_uring [<access_mode>] [<label>], access_mode := 'sqpoll'|'override_creds' label := 'label' '=' <target label> Signed-off-by: Georgia Garcia <georgia.garcia@canonical.com>
