d3989823ca toplevel makefile: 
- adjust snapshot version to be less than the upcoming version
- add a tag target
- be a little more paranoid in the clean target and adjust for snapshot
  versioning scheme.

2a3967f7f7 Modify the version determining stuff to work with bzr, update the 
toplevel tarball make target to create a release tarball and make a
snapshot target to do the same thing for snapshot releases.

a7b52e44e3 Vaguely make the toplevel target 'make tarball' work. It's good (if 
slow) for getting a clean export of the source. But too many of the
packages make some assumptions that they're in a checked out svn tree
that a lot of the auto-rpm building infrastructure breaks. Use at your
own risk.
