Antonio Russo 660ce39937 Add php-fpm isolation with apparmor hats
Adapted from https://nordisch.org/posts/php-fpm-apparmor/, port the
nextcloud-independent portion of the php-fpm worker abstractions and
php-fpm isolation for more general usage.
