feat: add superhelp and additional context via new FuncAlias (#5366) 
### Goals

* Make callable aliases transparent.
* Catch errors in callable aliases and show the name of the source.
* Show additional attributes: thredable, capturable.
* Closes #5266

We can't be sure there's a python binary (#4917) 
Debian doesn't currently ship a /usr/bin/python binary, unless a user
specifically installs python-is-python3.

e4fada56b0 Allow logical operators within aliases 
This fixes #3270 and logical operators within aliases now resolve correctly.

I've added in `&&`, `||`, `and`, and `or`

e88c863d10 Add a uniform character encoding to all files. 
I wouldn't normally do something like this but issue #487 brought to
my attention the fact that too many of the python modules don't have
an encoding comment and of those that do there is a lot of pointless
inconsistency in the style of the comment.
