Kurtis Rader f16268e108 don't instantiate history cmd parser at startup 
We want to avoid doing anything at startup that can be deferred. So instead of
creating the history command parser on module import memoize the function.

xonsh is a Python-ish, BASHwards-compatible shell language and command prompt.
The language is a superset of Python 3.4 with additional shell primitives.
xonsh (pronounced *conch*) is meant for the daily use of experts and novices 
alike.
